Driver’s License Requirements
The renter and all authorized drivers must present a valid, unexpired, and original driver’s license at the time of the rental. The driver’s license must be in good condition and valid for the entire rental period. Temporary licenses are only accepted when presented alongside the original expired or voided driver’s license. Photocopies, digital licenses, Leaner’s Permits, driver’s licenses with restrictions, damaged or broken driver’s licenses, which we are unable to scan and verify are not accepted. All drivers with a non-US driver’s license must produce a valid passport at the time of the rental.
You are responsible for complying with all licensing and traffic laws and regulations. For vehicle groups FVAR (12 passenger vans) and PVAR (15 passenger vans): please check the local state laws for minimum Driver’s License Requirements. These vehicles may not be operated in Canada.
Age Restrictions
Driver’s License printed with non-Roman Alphabet (Arabic, Chinese, Japanese etc.) must be complemented by an international driver’s license.
Customers travelling internationally will need to provide a proof of their tickets or boarding passes to qualify for the rentals.
The minimum age to rent a vehicle is 21, Underage drivers are restricted to ECAR, CCAR, ICAR, SCAR, FCAR, CFAR, IFAR, and SFAR only. For larger-sized vehicles and specialty vehicles the minimum age of 25 years applies. Maximum age to rent a car is 80 years.
Renters under the age of 25 must provide proof of full coverage car insurance in their name and pay with a major credit card.
An Underage Driver Fee of $24.99 per day will apply for drivers 21-24
Payment Information
In General
We accept most major credit and debit cards including American Express, Visa, Discover, Mastercard. All credit/debit cards need to be issued by a major financial institution that offers physical banking locations. The means of payment, which must be valid and presented at the start of the rental, must be issued under the renter’s name.
customers paying with debit cards will have a $300 refundable deposit, customers paying with credit will pay a $200 refundable deposit. We do not accept Cash, Prepaid cards, MCU cards, Checks, Money Orders, Electronic Use only cards, Visa Electron cards, secured credit cards, credit/debit cards from domestic online banking institutions.
Bank issued debit cards are only acceptable for customers who live in the greater Springfield, MA and New Haven, CT areas or customers who have a round-trip flight itinerary. Debit card customers must verify full coverage auto insurance as well as proof of employment. Customers paying with a debit card may be restricted to certain vehicle classes.
The amount that will be held includes the rental price as well as additional charges and extras. Some vehicles have a higher authorization or deposit amount and may require the use of a major credit card.
The rental location may also perform a credit check or require additional qualifications in accordance with the local policy to determine whether the renter qualifies for a rental. The customer must meet the minimum criteria as determined by that location to qualify for a rental.
Territorial Restrictions (Geo Zone Policy)
The rental vehicle may only be used in the state of pick-up and the surrounding geographical area as specified in the table below:

Rental vehicles may not be driven to Mexico.
Geo Fence Violations
No fees apply when driving within the Allowed Zone, which includes 11 states. The Geo-Zone violation fee is based on the rented car class and the territory the vehicle is driven to, as outlined in the table below. The Geo-Zone violation fee will be applied from the first day of signing the contract until the vehicle is returned. The Geo-Zone violation fee is discounted in the states listed in the Discounted Zone and will be charged in full in all other states. Vehicles may not be driven to the Prohibited Zone. Violators will be charged the Geo-Zone violation fee, the CDW, if purchased at the counter, will be voided, and the car will be immediately placed for repossession and reported stolen to the police. Driving in Canada is allowed and will be charged the same as the Permitted Zone rate; however, the CDW coverage will be voided in Canada.
Reservations
Reservations made online are guaranteed for up to 2 hours after your reserved pick-up time. After that the reservation is deemed expired and we may or may not be able to accommodate you with the vehicle, depending on availability.
We will contact you to confirm your reservation if we are unable to reach you, your reservation may be cancelled.
Extensions
If the customer decides to extend the rental, additional authorization will be taken to cover extra days. Contracts without prior authorization for extension will not be extended. For contract extension to be valid customers must electronically sign the updated contract.
If the customer paid with a debit card they must appear at the rental branch with the rental vehicle to extend the rental.
If the customer paid with a credit card they may extend one time over the phone, for any further extensions, they must appear at the rental branch with the rental vehicle
Customers may extend up to three times or a total length of rent of 21 days.
If the vehicle is overdue, and the customer is unreachable after three days of us attempting to reach the customer via email and phone calls, or if the customer is unable to provide a valid payment method, the vehicle must be return to our location within 24 hours or the vehicle will be located/repossessed as p[permitted by law. If we are unable to repossess the car, the vehicle will be reported stolen.
Tolls
All Rental vehicle’s license plate is registered with the applicable State Tollway Authorities. When driven through an automated express/toll lane, the license plate is photographed and we are notified that the express/toll lane was used. We offer EZ Toll Pass, a fee service that permits you to use automated express lanes and toll roads that are part of the EZ-Pass network for $5.00 per day for the duration of your rental, plus the applicable toll fee for each time you use and automated express/toll lane.
If a customer incurs toll charges and does selected our EZToll Pass program, the customer will be charged $14.99 per day, for each day which they receive tolls plus the applicable toll fee for each time they use and automated express/toll lane.
Fuel
In general, each vehicle has a full tank of fuel at the time of pick up. Renter’s must return each vehicle with a full tank of fuel. If a vehicle is returned without a full tank of fuel the renter will be charged $9.99 per gallon.
Collision Damage Waiver
The Collision Damage Waiver with minimum deductible reduces the renter’s responsibility to a part of the vehicle in event of damage to the rental vehicle. Collision Damage Waiver deductible does not cover all situations that may arise while operating a rental vehicle. Collision Damage Waiver with minimum deductible does not cover all risks and does not cover wheels, tires, and windshield damage.
Police report is necessary for the Collision Damage Waiver to be valid. The Collision Damage will be voided for unauthorized drivers, intoxicated drivers, if the terms and conditions of rental contract are violated, police report is not obtained, and/or in the events of negligence by the renter, while driving or in possession of the rental vehicle, such as, but not limited to, driving across beaches, rivers etc., driving under the influence of alcohol or drugs or any other substances that could impair the driver’s ability to operate the vehicle. Other acts of negligence include, but not limited to, leaving the keys in the ignition while the vehicle is unattended, falling asleep while driving, ignoring traffic signals or police officers.
The Collision Damage Waiver does not cover theft. The protection by the Collision Damage Waiver, as long as the renter has a valid insurance coverage that covers the rental vehicle, subject to regulatory and legal requirements. We will request a proof of your comprehensive insurance coverage information (declaration page) or third-party coverage. Failure to provide a proof of your insurance, or 3rd party coverage when our insurance is declined, may be subject to denial of rental. See Terms and Conditions for additional information.
Renter's Contingent Liability Insurance (RCLI)
When Renter’s Contingent Liability Insurance (RCLI) is purchased or included as specified on the Face Page – provides commercial auto liability insurance, on a contingent basis, to the Renter with the same limits as required by the Minimum Financial Responsibility Laws, commonly known as “Statutory” Limits, for a daily charge. The limits provided vary and are based on the governing jurisdiction. This policy is subject to a deductible of $2,500 (See Policy Terms and Conditions). Coverage is driver specific, and any driver not listed on the Rental Agreement as “Renter” or “Authorized Driver” are excluded
from coverage, where allowed by law. The policy does not provide coverage for damage to a rented vehicle driven by the Renter, under any circumstances. Where the law allows, Personal Injury Protection, No-Fault, and Uninsured/Underinsured Motorist coverage are waived (rejected). If, for any reason, these coverages are not waived, they apply only on a secondary basis, meaning they come after any other insurance that might cover the same loss. This is optional coverage and may be duplicative and not necessary to purchase in order to rent a vehicle.”
Glass and Tire Waiver (GTW)
When a customer selects glass and tire waiter, it will cover a total of the first $1,000 USD worth damage to the vehicle’s windshield, windows and tires. See terms and conditions for additional information.
Partial Damage Waiver (PDW)
Partial Damage Waiver (PDW) will cover up to $500 worth of damaged to the rental vehicle. Partial Damage Waier does not cover glass and tire damage.
Additional Requirements
Black Mobility reserves the right to decline a rental where the renter’s driver’s license restricts the operation of the requested rental vehicle.
Maximum duration of a rental contract is 28 days. A rental day shall consist of each consecutive 24-hour periods beginning after the start of the rental.
Two valid phone number and email address is required to rent a vehicle. If a customer is paying with a debit card three phone numbers will be required.
